Wow..I could only do this for the following reasons: 1. We are married and reached our set number of children. 2. If he gets his tube cut as well. I'm not sure of the entire details surrounding this but, she still has her whole life ahead of her. Does she plan to stay single(if she is)? What is she going to do if she meets a man who wants more kids? This is too risky..

Well I'd imagine she wanted to get her tubes tied as well. Just because he had more kids doesn't mean that she would want more. And if she does now she should've known break ups happen all the time and this is PERMANENT. There's way too many birth control options for her to say she didn't want this too.
